If a Pandemic Can’t Force San Francisco to Reckon With Homelessness, Nothing Can

The tents started popping up soon after the shelter-in-place order came down, in mid-March. By early May, some 90 of them were clustered in Civic Center Plaza, with more joining each day—a sprawling encampment of people without housing, little nylon domes dotting the square like a low satire of the ornate gold-leaf dome of San Francisco City Hall in the near distance.  In the tree-lined open space, things have settled into something of a routine over the past few weeks.
